The Rutherford Downtown Special Improvement District. In 1997 the Rutherford Downtown Special Improvement District was created to help develop and promote the Borough’s commercial center. The Special Improvement District is managed by the Rutherford Downtown Partnership, a non-profit organization whose members include all of the business owners and landlords in the defined district. The Rutherford Downtown Partnership and Boiling Springs Savings Bank jointly sponsor the Shop Rutherford Gift Certificates Program. Under this program, gift givers can purchase gift certificates from Boiling Springs Savings Bank in denominations of $10, $25, and $50, which can be used as cash in most Rutherford businesses.
